ANCHORAGE — A federal agency says a new, still-unreleased study examining the troubled Port of Anchorage expansion project suggests that it shouldn’t go forward as designed because of the risk of shifting forces during an earthquake.

The study remains in draft form and won’t be issued by the municipality until December. But the U.S. Maritime Administration, which sought the study by engineering firm CH2M Hill, on Monday provided a brief summary.

ANCHORAGE — An idea studied years ago by an oil company for producing vast stores of North Slope natural gas without building a giant pipeline has emerged again, this time before state legislators trying to find relief for residents crushed by heating and electricity costs.

Why not convert the natural gas into electricity and transmit it around the state by wires, including to rural and Interior Alaska?

ANCHORAGE — State health officials are refusing to answer questions about a proposal that critics fear could restrict abortions for low-income women in Alaska. Whether that would actually be the result is unclear. People on both sides of the abortion debate say it’s difficult to determine what the proposed rule really means.

The state Department of Health and Social Services proposed the new regulation for “abortion payment conditions” in late June and is inviting public comment through July 30. Officials say it’s not appropriate for them to discuss it until then.

ANCHORAGE — An agitated moose ran down and stomped a well-known Bush pilot from Willow, but he was saved when his wife grabbed a shovel from their pickup truck and whacked the big animal until it backed off.

George Murphy, 82, and his wife, Dorothea Taylor, 85, told the story of their recent moose encounter Sunday afternoon from Murphy’s hospital room in Anchorage, where he is recovering from gashes to his head and left leg as well as seven broken ribs. He was in good condition Monday, a hospital spokeswoman said.
