Gov. Sean Parnell signed $12.1 billion in operating and capital spending budgets into law Monday, including about $100 million specifically for Juneau, but also raised concerns with some of his few vetoes.

Parnell appeared before the Anchorage Chamber of Commerce to announce he was signing 2013 budgets for Alaska that he called “clear-eyed, clear-headed and fiscally smart” for the state.

Despite battles over education funding during most of the regular legislative session, Parnell praised legislators and himself for the budget’s strong commitment to education.

The Alaska Redistricting Board has pitted two local Republican representatives against each other, but denounced an Alaska Supreme Court ruling it said required that.

The newly drawn district would extend Juneau’s Mendenhall Valley House district north to include Haines and Skagway, as well as Gustavus.

That area is already represented both by Rep. Cathy Muñoz, R-Juneau, and Rep. Bill Thomas, R-Haines. They now must decide by June 1 whether to file to run against each other in the August Republican primary.

The Alaska Redistricting Board hopes to have new Southeast election districts drawn by Monday, and Petersburg is hoping its lot in the new plan won’t be the same as it was in the old.

The Alaska Supreme Court, in overturning the last plan, focused its criticism on Southeast, where the maps the board drew were challenged in court by Petersburg.

Petersburg Mayor Al Dwyer said the city now hopes a new rewrite of the election boundaries will link his city with Sitka or Wrangell, as they are now and with which they have more in common.

The Alaska Supreme Court has rejected the latest redistricting plan, telling the Alaska Redistricting Board it must redraw Southeast Alaska’s legislative districts.

The board wasn’t told specifically how to draw them, but was told to focus first on the Alaska Constitution’s requirements for legislative districts.

Among the constitutional requirements for legislative districts are “contiguity, compactness and relative socioeconomic integration,” along with other factors such as local government boundaries and drainage and other geographic features when possible.
