Capital City Metro in Review -- Week of July 7th, 2013

Still recovering from the long weekend and Independence Day celebrations, residents across the city slumped in their chairs throughout the workweek and prayed for Friday (psst, it's here!).

PUBLIC HEARINGS – 

More housing units are coming to Juneau. Twelve units are coming to the Valley after the Planning Commission issued a conditional use permit for a project off Delta Drive.

Residents have gathered more than three times the signatures on a petition against SB21. The Empire’s Jennifer Canfield: “Organizers against Senate Bill 21 in Juneau sent off the last of their petitions to Anchorage Wednesday afternoon. As part of the statewide Vote Yes! Repeal the Giveaway effort, 67 signature gatherers in Juneau collected 5,850 signatures.”

True North is moving. With the added parking spaces at the Foodland (its new location) you’ll be able to save money by not incurring fees at the Wells Fargo ATM.

An investigation into personnel matters is underway after the city received complaints of harassment and abuse in the work place.

They are being threatened with a $50 million lawsuit. Read more about it here.

RECAP OF PLANNING COMMISSION MEETING:

 

CSP 2013 0012 approved

A city project review to construct a street sweeper dumpsite next to the Juneau Douglas Wastewater Treatment Plant.  

USE2013 0017 approved

New 12 unit Apartment Building at the end of Delta Drive.  (Notice was provided to all property owners within 500 feet of the project).  

CSP2013 0015

A city project to construct a vehicular swing gate and pedestrian gate on an existing road.  This item was taken off consent agenda by request of the PC for presentation and discussion under Regular Agenda items this evening.   

APL2013-0001

Applicant Larry Dietrick Appeal of the Planning Directors Decision

Question: Does a property owner need to show electrical easements on a two lot subdivision in the CBJ?

The staff recommendation was to not hear the appeal as the requirement is routine and the staff has  demonstrated the requirement through the information they have provided (staff report showing the code sections requiring this of the applicant.  

An appeal like this is a two-step process. 

The initial step by the PC is a discussion as to whether or not to hear the appeal.  If the PC agrees to hear the appeal the subject matter experts would be in attendance at the appeal hearing that would be set at a later date.  The PC could agree to make their decision with the existing record or open up to receive additional testimony at that timel. 

The PC took  testimony from the staff and the appellant where the PC questioned both staff and the appellant extensively. 

The PC voted 5-1 to not hear the appeal.  This decision is now appealable to the CBJ Assembly. 

 

CSP2013 0014

A City project to expand the existing snow storage site by Mendenhall Glacier was taken off the agenda at the request of the US Forest Service.   

This issue will be addressed once the US Forest Services has had time to make amendments to the proposal.

CSP2013 0015

A city project to construct a vehicular swing gate and pedestrian gate on an existing road was removed from the agenda and approved in a 5-1 vote.

USE 2013 0021:

Permit to Modify USE2011 0017 to Extend Hours operation for Truck Hauling.  The request was for 7 a.m. to  5:30 p.m. Monday through Friday and 9 a.m. to 5:30 p.m. Saturday

The PC vote after considerable discussion neighborhood home owners testimony as well as expert testimony from the pit operators and the CBJ engineering department’s Allan Steffert’s amendment to the hours of operation was approved by a vote of 5-1.

The hours of operation for the pit will be Monday to Friday 8 AM to 4:30PM all year.  Truck Hauling will go from 8:00 AM to 5:30 PM from July 19 to August 20th (after which school is in session).  Saturday hours were set at 10AM to 4:30 pm through October 31, 2013.
