Just ban the bags

I support the goal of reducing plastic bag waste in the Juneau area, but I do not approve of the way backers of the petition are going about it. Their plan calls for a tax, which will have to be collected and accounted for on the store’s end, then collected and accounted for by the City and Borough of Juneau. Let’s keep it simple. Couldn’t the city pass an ordinance that says it is illegal in the borough for retail establishments to give away take out bags? They could maybe even set a minimum price the stores would have to charge. No taxes, no accountants. It would be good for the stores — they would make a little money. It would be good for Juneau — fewer plastic bags in the environment, no additional taxes, and no extra effort on everyone’s part to collect and account for those taxes.
