Downtown parking system is confusing

Today’s story prompted me to utter a complaint I’ve had for the past two years: the “default” at the parking registers is not what most people want when they approach the pay station. Why isn’t the first display “2 hrs free?” Then one can just press the gree button, and the second display will read “ticket printing.” It’s all very well to say that people aren’t following the directions, but when you are zipping in and out of downtown on errands, the lengthy directions are confusing.

In fact, I don’t understand when anyone is required to use the “2 hours $.75/hr.” Exactly when does a person have to pay for street parking? Or is the problem that the street registers have to match the ones in the pay garages? Can’t we distinguish between the street parking and the “have-to-pay” parking (including the pay lot on Franklin)?
