A standoff with a man alleged to have fired a shot inside a downtown Juneau apartment complex ended peacefully at about 12:40 a.m. Tuesday, according to a release from the Juneau Police Department.

Police arrested Jeffrey Isturis and took him to Lemon Creek Correctional Center. He faces four counts related to the ordeal that lasted more than seven hours: second-degree misconduct involving a weapon, domestic violence assault in the third degree, third-degree assault and violating a domestic violence protective order. All of the counts except the alleged violation of a domestic violence protective order are felonies.

The ordeal began at 5:30 p.m Monday, when Isturis allegedly fired a shot through a door at the Fosbee Apartments in the 300 block of Distin Street, the release states. That location is about one block from the Governor's Mansion. Police responded and blocked off 12th and 11th streets and ‘D’ Street to Glacier Avenue, as well as side streets and alleys, and evacuated 10 downtown houses in case there was to be gunfire.

At about 7:30 p.m., JPD determined the man was no longer in the apartment complex, the release states. The police found Isturis barricaded in a garage in the 600 block of West 11th Street.

The neighborhood’s narrow streets were then blocked with police cars to cut off access to Indian Street, which borders the rear of the executive mansion, and Distin Street. An ambulance waited nearby.

Tactical officers in camouflage and carrying assault weapons deployed, as did uniformed officers in heavy flak vests. Officers gave Isturis a phone and began negotiations.

All residents evacuated from their homes are now free to return, and all roads are now opened.
