A local citizens group on Friday filed applications for recall of Haines Borough Assembly members Daymond Hoffman, Steve Vick and Joanne Waterman.
The Haines Recall Committee officially filed the paperwork with the Alaska Public Offices Commission and the borough to initiate the recall effort. Resident Jim Shook is named as chairman.
Assembly members Jerry Lapp and Scott Rossman are exempt from recall efforts because, according to Alaska state statute, a recall petition cannot be filed against any official with fewer than 180 days before the end of their term. Lapp and Rossman’s assembly seats are up for election in October.
According to state statute, “Grounds for recall are misconduct in office, incompetence, or failure to perform prescribed duties.”
Shook said the recall effort addresses the recent controversy of Assembly Seat ‘E,’ vacated by Greg Goodman following a May Juneau Superior Court ruling that Goodman did not meet borough residency requirements.
Eleven people submitted letters of interest for an appointment to the open seat. At a meeting on June 13, the five remaining members of the Assembly could not agree on a candidate to reach the necessary four votes for an interim appointment that would have run until the October municipal election. Instead, the Assembly moved to fill the vacancy with an October special election. The move violated borough code that requires vacancies to be filled within 30 days. Vick was the only member that voted against filling the seat through an election.
Borough clerk Julie Cozzi determined Monday the application for recall is “sufficient” according to state law, local charter and borough code. She will now prepare petitions for the recall committee to use to gather signatures. If each petition gets 275 signatures or more, Hoffman, Vick and Waterman’s fate would be decided in the October election.
Shook said he reluctantly agreed to be named chairman for the recall committee, but emphasized the recall petition effort is the work of many in the community.
“This has nothing to do with politics, parties or philosophy,” Shook said. “I don’t enjoy this at all. But this is simply addressing the rule of law and the law was not followed. I ask the general public that if they believe in the rule of law, regardless of their party affiliation or philosophy, that they sign the petition.”
Vick said Monday he was curious why he was included in the recall effort when he was the lone Assembly member that did not violate code when he voted against having the seat filled in the October election.
“To me, it does sound a little bit political,” Vick said of the recall effort. “It’s a bit of a reach to try to recall me when I was the one trying to seat someone. It tears apart the town and distracts from the very important things we’re trying to do.”

Some things never change in Haines. Haines doesn't like change, and when new people come on board and try to make things work more effectively, the old time republicans throw a snit. And @Haineschris, only one of the three possibly being recalled live in Mud Bay.

If not, try reading the minutes of the past year's assemelby meetings to see the direction that is being pushed by the MB crowd.

Not really
Some see it a the same old MB crowd as trying for another run at the power base with a goal that pushes their agenda at the expense of the whole. Change in this case does not translate to effective governmental operation. Also, it is not a republican vs democrat issue so why try to tait the conversation with false policical innuendo? Tactics like that should only be used to support a weak argument.

Get familiar with what is actually going on instead of going by the Lib playbook and throwing out phrases of republican snits. The assembly there has violated code and court order, showed nothing but disrespect to the public, and is not doing their job representing people in their community. And Vick clearly falls under the incompetent by choosing someone for the vacant seat that had not even submitted his name in the required process. And you definitely don't have to live in MB to be a part of the clan.

What's the real story?
This article quotes someone as saying "This has nothing to do w/ politics" yet the previous comments say nothing but: "Mud Bay crowd"; "Haines Repubs" etc.

Nothing new here
Haines is still dominated by sharp political divisions, where elections are often decided by a handful of votes, and bitter feuds over politics, land use and development are carried on the rest of the year unabated. Haines is no stranger to large recall efforts, nor to operating outside of the rule of law for that matter.
Good luck with that! Someday you'll realize that you're all necessary components of the same small town and start working together for a mutual future. Remember that each of these challenges is also an opportunity...
Haines residents need to be heard
If our Assembly members would read the reasoning behind the recall efforts, they would know the tax payers are tired of paying for attorney time to defend their actions. 1 they seated an individual who was not a qualified resident. 2 they did not seat a qualified person to fill that seat, dereliction of duties.(yes, Steve Vick did vote to seat someone, anyone, even saying, someones name who had not even sent in an application of interest, but one person who was qualified, Mrs, Karen Hess, was ignored, rejected, and rudely treated, by two members, not considered by Mr. Vick.) 3 As for tearing the community apart, we have been at odds with issues in the past,never torn apart, we show up at the services of our neighbors,show our support for functions, fund raisers, and show our right to be non political, but believe in the code,and regulations,set forth by Haines Borough, and State laws. We elect to represent us, not they to be our masters. Please do not feel the people, are vindictive, who are on the Recall Committee,they want to be listened to, you were elected to,serve the people,you won your seats fair and square, now represent, all the residents.
