JPD: 2 reports of indecent exposure, 1 arrest

Local police received two reports of indecent exposure on Monday — one of which resulted in an arrest, and both of which involved a 13-year-old boy.

Juneau Police Department spokeswoman Cindee Brown-Mills said it was too early to say if the two separate incidents were related, but said one 13-year-old boy was arrested inside Mendenhall Mall shortly after 11 a.m. for allegedly exposing himself to a 19-year-old woman.

“There was a woman who was there working, (he was) peeking around the corner, and then he came inside the store,” Brown-Mills said. “And then she told him he needed to leave, and that’s when he exposed himself to her.”

The woman did not know the boy, added Brown-Mills.

He was arrested on suspicion of two counts of indecent exposure, and those charges have been forwarded to Johnson Youth Center and Juneau Juvenile Probations, she said. His name was not released because of his age.

The second instance happened just before 3 p.m. Monday at JRC-The Alaska Club on Riverside Drive. A 13-year-old boy allegedly exposed himself to two women, 18 and 21, Brown-Mills said.

That investigation is still ongoing.

Indecent exposure in the second degree is defined in state statutes as knowingly exposing one’s genitals in front of someone with “reckless disregard for the offensive, insulting, or frightening effect the act may have.”

It’s a class ‘A’ misdemeanor if in front of a person under 16 years old, and a class ‘B’ misdemeanor if before someone older than 16.

Seems kind of harsh.

As for the statute, "reckless disregard for the offensive, insulting or frightening effect the act may have..."

God, there are about a dozen silly things I could say here regarding that statute, but I promised the Empire I would be nice.

I think most people would laugh at an incident like that. I seriously doubt anyone would be "frightened." This kid was likely being defiant and obnoxious, not heinous.

This one seems kinda deviant, like this kid has some issues he needs to work through. Maybe punishment isn't needed, just some evaluation and therapy.

Only you could come up with a comment like that. I am sure though, that you would have enjoyed the exposure. As a kid I can not for the life of me remember any of my friends doing something like this. The kid has a problem deal with it while he is still young. The punishment is justified.

Yup, can't show our dirty parts in public. Better to be ashamed of them and keep them hidden. I can't imagine the harm seeing a [filtered word] or a boob must cause. You'd have to be a sociopath to withstand that kind of visual assault.

On a side note, we're one of the only developed nations to have public "indecency" laws. How proud of our repressive, puritanical values we should be.

The best discouragement.....

Flashing and other "mischevious" behavior at young ages can escalate into more serious behavor if the underlying problem is not addressed. So hopefully this boy will now get the help he needs.

Having said that, in a Human Sexuality course (Psych) I took in college, during the 'chapter' on sexual deviations, our professor noted that the best way to "take the wind out of the sail" of a flasher, so to speak - is to laugh at them. Laugh and point. A flasher is looking for the rush of the shock and alarm he causes.

This kid is obviously mixed-up. I understand those who think this is not a big deal. However, this boy needs to be made aware of the fact that this is not acceptable behavior. Arresting him is probably the only way he can be made to understand this.

Umm where are the parent's when the kids was chilling at the mall flashing people?
More important what happens in his home that he would think this was acceptable behavior?
Maybe someone should be looking into abuse and help more than time at JRC?

Too many of you think it's funny and not a big deal but would you feel that way if it had been a 30yr old man flashing a 19yr old girl?

This is sorta serious...

Although there are many jokes flying around here, (some are pretty good) this probably wouldn't be so funny if it was your child that got flashed.

This is one sick kid who desperately needs help. Although his actions might not be malicious, flashing his Johnson at people in public either requires a good deal of drugs, or some sort of more natural chemical imbalance in the brain. Either way, his imbalance needs to be addressed and he should have a parent or guardian with him at ALL times while in public.

I have three daughters – one is just a year younger than this boy. It unnerves me that this kid might go to the same school. This sort of behavior is always looking to push the limits. It's only a matter of time...

Yes, yes I would think it incredibly funny if the punk would have flashed my mother or sister. Both of them would have come home laughing and said, "You wouldn't believe what I saw at the mall today!" I would laugh with them.

But I do understand that there are some out there who, god forbid, should ever see a wiener on a statue or in a painting or from a flasher or on a website, or even on their husbands. I mean, I understand how incredibly heinous that could be and all the pain and suffering that might inflict on your victorian era beliefs (sarcasm intended). You must live in a squeaky clean bubble of some sort.

And I really, really think people in here are overreacting. Unless you've been a teenage boy, I doubt you'd understand. This is a harmless prank, an immature act of defiance, nothing more. This isn't necessarily an underlying symptom of something larger and more perverse lurking in this kid's mind.

Yes, that imbalance in the brain you referred to is called puberty and hormones.

The kid is 13. His body is going through puberty. His body is being bombarded with hormones coming from every direction clouding his judgment, making him crazy, making him think of sex, making his body go through incredible changes.

Puberty is an incredibly frightening and tough time.

Give the kid a break. Think back to your own puberty.
