Trevor Gong, an employee of the city's maintenance department, patches crumbling plaster on City Hall's Bill Ray mural on Thursday. Gong said a number of spots along the bottom of the mural will be patched and artist Dan DeRoux will repaint those areas. The mural was originally painted in 1986.

Maybe because it's cheaper
