Authorities arrested an inmate who briefly escaped the Dimond Courthouse in downtown Juneau on Wednesday afternoon.

Talon B. Lobaugh, 23, was on the ground floor of the courthouse with an armed Alaska State Troopers’ court security officer waiting for an elevator when Lobaugh made a dash for a back door, setting off alarms in the building, according to Alaska State Troopers Judicial Services clerk Richard Millay.

“He was getting brought up through the back,” Millay said. “Next thing, he got on the elevator, and he made a break for the door.”

At least two court security officers sprinted out the back door of the courthouse to pursue him. That led the officers to the city parking garage on Main Street. Juneau Police Department officers in marked police cruisers joined in the pursuit to assist after receiving the initial call at 2:50 p.m.

Lobaugh was arrested shirtless by JPD officers a few minutes later at about 3:07 p.m. on a hillside at Main Street near the State Office Building. Before his arrest, Lobaugh was donning an orange jumpsuit and his hands were handcuffed in the front.

“He was trying to remove his jumpsuit to take it off,” when he was located by an officer, JPD Lt. David Campbell said in a phone interview.

Lobaugh had already appeared in court at 1:15 p.m. Wednesday for an arraignment on the charge of resisting and interfering with an arrest. He was awaiting a second court hearing when he fled.

Campbell said it wasn’t the first time Lobaugh fled from authorities — he did the same thing when he was being arrested Tuesday night.

He was arrested then on an outstanding $5,000 Alaska State Troopers’ warrant when an off-duty JPD officer spotted him in the area of Mount Roberts Street. The warrant was for failing to comply with conditions of probation stemming from six counts of second-degree forgery and two counts of second-degree theft.

The off-duty JPD officer notified police, and Lobaugh fled on foot when responding police officers arrived on scene. He was caught in about nine minutes, Campbell said.

“He ran from us last night. He ran from us today. He got caught both times,” Campbell said.

Just before Wednesday’s courthouse escape, Lobaugh was being held in one of the Alaska State Troopers’ Judicial Services holding cells, located on the ground floor of the courthouse.

He was being escorted to Juneau Superior Court Judge Louis Menendez’ courtroom on the second floor of the building to answer to the charge of violating probation in the 2008 forgery case.

JPD returned Lobaugh to the custody of the Judicial Services office after the incident.

It was not immediately known if any new charges were filed.

Lobaugh apparently suffered some minor lacerations to his back during the pursuit. Campbell said he also was complaining of wrist pain.

Campbell said this was only the second time in 17 years that he can remember an inmate escaping from the courthouse.

Leg Shackles

Leg shackles are used in many jurisdictions all over the country to help prevent this very thing and it actually protects the offender and LEO from getting injured in a chase.

Some of these people have serious mental impairment from chronic drug abuse or organic mental illness and what might not make sense to us (i.e., fleeing in handcuffs and orange jump suit) makes perfect sense to them. Eliminate the opportunity for this to happen...shackle them.

You take a brief sentence by grimm and then twist it to fit your agenda.
No one said they would shoot an unarmed person in handcuffs he said he may have shot an escaping convict who had not yet been captured. And you probably cant figure it out but even in handcuffs he could hurt someone and/or he could remove them later.
Then you compared it to the Zimmerman issue. 1) you know nothing of that issue except what youve read in biased media. 2) There are two sides to that story 3) people like you are one of the reasons there are innocents in prison and guiltys running around loose.

Let's learn a lesson......load the people in the elevator FACING THE BACK like they do in every jail in the country!!

@slegnawons: Grim advocated killing an unarmed convict. Escaped or not, he was not a convicted killer, he wasn't escaping to go kill or hurt anyone, and he was handcuffed. If you think killing someone like this is okay, then fine, but don't pretend you're a civilized human being. We already know Grim isn't.

Anyone who thinks they can just kill another human being without it affecting them ($.32 solution! Derp!) is either a full-fledged sociopath who needs to be locked up, or a naive little teenager who plays too many video games.

who thinks a .32 cent solution isn't a reference to vigilante justice and cold blooded murder is an idiot. This man is a nonviolent offender, even his brief escape was nonviolent.

And to the person who said women think he is sexy; what the hell does that have to do with this case? Hey, women could write to him and offer all manner of sexual favors and offer to have his kids for all I care, it doesn't change his legal situation - which is the pertinent issue here.

And finally, to the goofball who said I don't understand the Zimmerman case, I've studied that case extensively. I'm ready to rumble, bring it on!

I'm curious - Just how long would you allow someone to follow you in a vehicle, then get out and advance towards you, saying who knows what - let's say demanding to know what you are doing on the street to your house - before you throw a punch?

I think there is still information to come out in this case, and clearly the police department handled it poorly initially.

But I can't get away from the idea that if you follow and antagonize someone enough, they will eventually throw a punch - then you can shoot them and claim self-defense? What kind of twisted logic is that?

This young man has a family and overall the comments have been insensative and rude regarding this situation. There is nothing funny about this.

Most people going to court from the jail would not have done what this young man has done with the attempted runs and it's apparent there is more going on than him being a basic criminal.

I never said it had anything to do with the case. I said I thought it was interesting that these women commented that way at all considering the NATURE of the article. See - I am commenting on the photo, the article and a group of individuals response to the article, which is what comment sections are about. Lighten up before you go off the handle. At least I didn't go off topic and try and talk about Obama and Romney like I see others do in other sections.

Maybe the next picture of a fatal car accident should have all brand new cars replacing the damaged ones? New mannequins substituted for the fatalities?
