The City and Borough of Juneau Assembly approved a $316,853,900 operating budget for the municipality’s 2013 fiscal year Monday night.
This number excludes funds for the Juneau School District, but does include additional funds for a high school auditorium manager and $85 million in account transfers.
Juneau property owners can expect a total mill levy of 10.55 in 2012, the same mill rate as in 2011. The Assembly passed the mill rate without objection.
The Assembly also introduced several ordinances that totaled over $1 million in funds appropriated to various city and borough services.
City Manager Kim Kiefer recommended the Assembly take up Ordinance 2011-11AL to appropriate $260,000 in additional funds to the Juneau International Airport operating budget for 2012. The additional funds offset “unanticipated increased costs due to snow removal, fuel price increases, unexpected repairs and increases in both rates and usage for electricity,” Kiefer said in her written recommendation to the Assembly. The airport’s revenues were also below what was anticipated, Kiefer said.
Unanticipated costs associated with snow removal also prompted the city to introduce an ordinance that would appropriate an additional $250,000 for the city’s street department budget. Funding would come from the Roaded Service Area fund balance.
The city and borough fleet maintenance department was also hard hit by the winter snows as additional maintenance was needed due to the heavy use of snow removal equipment. The department is requesting $100,000 in additional funds.
Bartlett Regional Hospital experienced unanticipated costs associated with recruitment and transitioning contract employees to Bartlett employees. The hospital’s bad debt expenses were also higher than anticipated. City ordinance 2011-11AN would appropriate an additional $600,000 to the hospital’s operating budget from the Bartlett Regional Hospital fund balance.
