Accused sex offender pleads guilty

Plea deal calls for Ronald W. Blue to serve 25 years

A 39-year-old Juneau man accused of sexually abusing a minor has changed his plea to guilty and could now be facing a 40-year prison sentence.

Ronald W. Blue pleaded guilty Tuesday in Juneau Superior Court before Judge Philip Pallenberg. He pleaded to one consolidated count of first-degree sexual abuse of a minor, whom he knew, from July 2007 to May 2009.

A plea deal reached with prosecutors calls for Blue to receive 40 years in prison with 15 years suspended, which means he would serve 25 years.

The deal requires Blue to admit to several sentencing aggravators, such as the ‘most serious’ aggravator which means the crime is the most serious in its class.

If the judge accepts the plea agreement, Blue will also be required to pay restitution to the victim, have no contact with the victim and the victim’s family, receive a mental health evaluation and receive treatment if recommended, attend sex offender treatment during and after incarceration and have no contact with any child under 18 years old except incidental contact.

After his release from prison, Blue would serve an additional 20 years of probation, according to the agreement. If a probation violation occurs, the court could impose the entire 15 years of suspended time. Blue’s attorney Jude Pate said the conditions of probation would be open to the court.

The law additionally requires Blue to register as a sex offender in the state of Alaska for the rest of his life and to periodically take a polygraph test.

Blue was originally indicted by a grand jury in March on seven counts of first-degree sexual abuse of a minor. In exchange for Blue’s guilty plea, the remaining counts against him will be dropped.

First-degree sexual abuse of a minor is an unclassified felony that can carry up to 99 years in prison and/or a $500,000 fine. The presumptive sentencing range for Blue was 25 to 35 years, Pallenberg said. The sentencing aggravators allow that range to be increased to 40 years.

Pallenberg said he would decide whether to accept the plea deal during the sentencing hearing, which is set for mid September.

According to charging documents, one of the victim’s family members reported the abuse to the police in February. Blue called the police a couple of days later and offered to come down to the station to turn himself in. An affidavit says he gave a confession.
