This is a totally staged moment akin to propaganda. Empire, do you think you could cover actual news and not publish propaganda?

No way! It just so happened that Michael Penn was hanging out at the Glory Hole and snapped this impromptu photo. He often stops in there for meals ever since the Empire's employee pay cutbacks. It was all coincidence.
Wait for tomorrow's photo taken while Michael was visiting his friends at the fire station. It's even more authentic.
But snark aside, it is nice that the cookies go to the community.
