The ice on Twin Lakes cracks as the water drains on Wednesday. The City & Borough of Juneau Parks and Recreation Department and the Alaska Department of Fish & Game began draining the lakes to control an invasive aquatic weed called milfoil. Draining the lakes and filling them with salt water reduces the amount of milfoil without using herbicides.
