Laura Wallrath rides her Honda Metropolitan scooter along Behrends Avenue on her way to her job at the Department of Health & Social Services. Wallrath said she bought the scooter in 2007 when gasoline reached $5 per gallon. Its top speed is only 40 miles per hour so she can't ride it on the highway. "It's very economical," said Hallrath.
