Assembly member asks for hospital CEO salary justification

Wanamaker: Bartlett board 'should have to tell us their reasoning' for $315k salary

The Bartlett Regional Hospital board of directors should justify the salary it announced Tuesday for its new CEO, Assembly member Randy Wanamaker said at Wednesday’s City and Borough of Juneau Assembly finance committee meeting.

New Bartlett CEO Charles “Chuck” Bill will be paid $315,000 per year, plus a signing bonus of $31,500 and relocation compensation of $31,500. Former CEO Christine Harff was paid $260,000 annually and received a relocation package of $23,027, according to her employment contract.

The Bartlett board should “meet us at the earliest time possible and explain to the Assembly in whatever capacity its decision-making with the CEO compensation that was released to the media, and what they’re doing to establish compensation guidelines,” Wanamaker said.

He said he was concerned with the lack of obvious reasoning or consistency behind the salary increase and large bonus and relocation package. He said he would come up with a list of questions for the board president and treasurer. At a previous special meeting with the Bartlett board, Wanamaker had prepared a series of questions for the board on the severance payments to three departing hospital administrators.

“I think the board president and the board treasurer should have to tell us their reasoning, because these are public funds,” Wanamaker said of the CEO salary.

The Assembly agreed that it should meet with the board to discuss the salary. City manager Kim Kiefer and finance committee chairwoman Karen Crane said they would set up the meeting before the end of the month.

Hospital CEO Pay Should Be Evidence-Based

Healthcare is rapidly evolving to "evidence-based" medicine, i.e. based upon research findings derived from systematic collection of data. Comparing CEO compensation packages is not helpful unless the comparisons include metrics such as improved patient safety, higher quality, cost reductions (better value), and financial performance. My personal research has failed to find a single study (evidence) correlating hospital CEO pay to anything other than "everyone else is doing it, so we have to."
