Downtown's mess mostly caused by pets
Isn't there a law against letting your pets go to the bathroom on city sidewalks, where people walk every day?

I have seen only one lady downtown walking her pets on leashes and carrying equipment to clean up after them.
I have lived downtown for a little over a year now, and the messes these pets leave is something less than desirable.
When spring is here, the sidewalks are cleaned every morning. I have not seen the sidewalk cleaners during the winter. There is pet waste galore, broken bottles, trash - it almost looks like the lowest side of any big city.
That's not to say that some people don't try, like the lady mentioned above. I would give her a medal if I could. I will admit I have stopped and thanked her for what she is doing.
What can we as citizens do to correct this problem?
