Accommodating smokers

According to a memo distributed by the Facilities and Planning section of the state, the Division of General Services is proposing to build a building for smokers to smoke outside of the Alaska Office Building in Juneau. This building will be complete with its own heating, lighting and ventilation system, seating, etc. This will undoubtedly costs many thousands of dollars just to accommodate smokers so they don't have to stand out in the rain and cold. Smokers already cost the state plenty of money through health related ailments, which lead to increased health insurance costs. If we allow this, then we should have an equal expenditure allocated to build an exercise room to accommodate the state employees that try to keep fit and follow healthy lifestyles.
