JUNEAU - The House Education Committee has passed a bill to create a merit-based scholarship program.
Gov. Sean Parnell has made scholarships for good students a key piece of his legislative agenda. He's called for $400 million to act as an endowment for in-state tuition or professional training. Graduating Alaska high schoolers earning at least a C+ average and completing a rigorous course schedule would be eligible.
The bill's last stop before a floor vote is the finance committee, which has dozens of bills pending.
