The rally's stated purpose was to demonstrate community support for the care and education of Alaska's children. As part of Child Abuse Prevention Month in Alaska, the governor raised the Children's Memorial flag in remembrance of the state's young victims of abuse.

Members of the Children's Cabinet, legislators and other child advocates took part in the ceremony.
