Confused ...

I am confused, President Bush says that the people, not the government, are smarter in investing for Social Security. And Jay Ramras says the government, not the people, is smarter on how and when to spend the PFD money. Which is it? If we in Alaska are so prone to vice, how are we going to be able to plan for our retirement anyway?
