FAIRBANKS - The Fairbanks Community Behavioral Health Center in Fairbanks is reopening one of its group homes, with plans to open two others in coming months.
It's a sign that efforts to mend the troubled agency are starting to pay off after it closed four group homes after a bad year last year.
