One of the primary duties of local government is to provide basic services. One of those basic services is sewer. It may come as a great surprise to some, but septic tanks nearly always fail in the borough of Juneau because of the blue clay and heavy rain.
Gastineau Channel's health has dramatically improved now that Bonnie Brae is connected to the borough's sewer system. I can see the difference on my beach and in the bird life.
The state of Alaska has already committed to Phase 2 of the North Douglas sewer project to the tune of $2.1 million. It is waiting for the borough's match, and time is running out on the state funds. By completing Phase 2 of the North Douglas sewer line, many new home sites could be opened at a higher density than currently zoned.
Please consider completing Phase 2 of the North Douglas sewer project with the surplus so Juneau can grow and prosper.
