MIAMI (AP) - A federal appeals court issued a temporary stay today that keeps Elian Gonzalez in the United States while the government and his relatives fight over whether he will be returned to his father and sent home to Cuba.

Kele Goodwin won first place in the Archie Shiels Freshman Composition Contest for ``I Love Trees.'' Honorable mention went to Neville Jo Leijonflycht for ``Compassion and Nature as Family,'' and Jeff Donaldson for ``Waking Up To a Memory.''

Someone else says to give the university the whole $16 million. The only catch is the need to tap the Constitutional Budget Reserve. Then the retort: The full funding plan was just a political sham aimed at trying to weaken the minority Democrats, as if they needed weakening.

Final BP-Arco deal is a commendable one
After months of legal maneuvering and compromise, the Federal Trade Commission has approved the merger between BP Amoco and Atlantic Richfield Co. We applaud the decision, and believe the final deal worked out eases most of Alaska's concerns and is in the best interest of the state.
