Now that we are going to design and construct the Marine Park/Steamship Wharf improvements, we need to determine how we're going to pay for them.
I believe that port dues based on a tonnage formula would benefit the city most because:
The decision would be made once. The time spent in negotiating each and every project would be eliminated.
The city would retain control of the project(s). Only the Assembly would need to approve changes in costs or scope.
The same port tonnage rate would be applied to all vessels in the category. This would eliminate possible allegations of price discrimination between charges assessed on vessels belonging to the NorthWest Cruiseship Association (NWCA) and vessels that do not belong to the NWCA.
