It was a surprise to see the headline over Mr. Holst's story in Friday's Empire proclaiming that ``2001 budget meets GOP's goal of slashing $30 million.''
Because a politician says something does not make it so. Your headline writers should know that. Legislators are a long way from making any cut in spending. If we strip away the budgeting ploys, the redefined fund sources, revised effective dates, and the rest - spending from the state's own money is going up.
