Assembly: Leave the bus stop at Pocket Park, but do add a police substation. It's an excellent place for one. The city buses aren't the main cause of the congestion at the corner. Rather, it is all the vehicles that are "cruising" the bars, the vehicles that double park to let someone run into the liquor store or one of the bars, and the constant taxis double parking to pick up and drop off.
Making it harder for citizens to comfortably wait for and ride buses in our community is not an acceptable way to deal with the serious inebriation problem in the downtown area. This is a social problem, not an architectural one; put some of that money available for "park" construction into better policing and substance abuse programs.
