HOUSTON - The Houston city council rejected an ordinance that would have declared an emergency in Houston due to high fuel costs.
Mayor Sandy McDonald said she voted against the ordinance because she feels declaring an emergency would not require as much public involvement as she would like.
The ordinance would have used money set aside to build a new city hall to instead bring consultants into the city to look at where to save on energy costs.
