New-road dollars can't be used for maintenance

Rayda L. Renshaw's letter, "Maintaining roads vs. building new roads," (May 21) displays a common ignorance by the public. Road maintenance is funded 100 percent by state or local dollars. New road construction is funded by federal dollars with a state match. The state match is about 10 percent, which means the state funds about 10 percent of new construction but 100 percent of state highway maintenance costs.

This does not excuse the state or any road agency from taking care of roadways in which the public has a vested financial interest. My point is that dollars for new roads cannot be used for road maintenance.
