FAIRBANKS - A North Pole ethics panel has thrown out a complaint against the city's mayor.

The panel - led by Thomas McGhee, a former North Pole councilman - looked into pay advances provided to North Pole Mayor Doug Isaacson and his spending on gifts and a cell phone.

Isaacson said the complaint was baseless and part of the game played during an election year.

The city employee who made the complaint could not be reached.
