Bill Canada for Princess Kathleen oil removal

As a child, I used to watch the Princess ships arrive and depart Juneau. But the most amazing was watching the AJ barges roll over and dump the rock load. Never did figure out how they rolled over, dumped, then turned up right.

But why did Alaska have to pay for the removal of the oil from the Princess Kathleen? It is not only a Canadian-flagged ship, but also was owned by the Canadian government. So, why didn't Canadians pay for the oil removal?
