Public access and easements

The lady who wrote regarding dogs following her children down to the water left the impression she is using public access to reach the water. In our neighborhood, except for crossing Dock Street, the moment she leaves her doorstep until she reaches the water, she is using easements on property belonging to the owners of the very friendly dogs she is uncomfortable with. Are dogs required to be leashed on their own property?
