When will voters be told whole truth?

Having been sorely disappointed by the earlier decision to have an auditeria in the new high school, I eagerly rushed out Tuesday to vote in favor of the newly proposed auditorium despite the promised increase in my real-estate tax.

However, I felt both discouraged and deceived when I read this in the Juneau Empire the next morning: "If more than budgeted, some components of the auditorium could be removed, (Cowan) said."

When will voters be told the whole truth before voting? And when will contractors be bound by their bids?
