Why won't Waste Management incinerate?

I know that I am no expert on waste management, but Waste Management claims on its Web site to be a company that is "committed to ensuring advanced protection of the environment, compliance with governmental regulations and implementation of state-of-the-art technology."

For the quarter ending March 31, Waste Management reported a net income of $144 million. It seems strange to me, considering its environmental commitment and net income, that it is refusing to install new incinerators, because, the Empire reported June 13, "it will cost the company a lot of money."
