At the bridge?

At article in the June 13 Empire indicates that $22 million has been allocated for studies for a Ketchikan bridge and a further $230 million will be appropriated to build it. A total of $250 million.

My Rand McNally Road Atlas lists Ketchikan's population at about 8,200. By my calculator, that amounts to a modest $30,000 per person. If all the citizens of this great nation were treated equally, the resultant cost would be a mere $8,100,000,000,000 (trillion). Where does the line form?
