Rather than place the burden of censorship on the parade committee, let's encourage citizens to bring "freedom of expression sticks" (perhaps the local softball teams can assist with this) to the parade and then modify our ordinances to temporarily suspend any prohibition on assaulting parade participants during the parade.

This approach not only accommodates freedom of speech for both participants and viewers, it distributes the weighty act of censorship throughout the entire community - and has the additional benefit of encouraging traditionally noncontroversial parade participants to be better-behaved throughout the rest of the year as well.
