Outgoing Cmdr. Rear Adm. Arthur E. Brooks, left, and incoming Cmdr. Rear Adm. Christopher C. Colvin salute the colors during a Change of Command ceremony for the Sevententh Coast Guard District on Thursday at Centennial Hall. Brooks has been in charge of the district since 2006. Colvin's previous assignment was as Deputy Director of Operations for Headquarters United States Northern Command.
