It is deemed anti-business and rights, and cannot be enforced fairly or fully. If it were enforced fully it would be astronomically cost prohibitive.
Juneau should not be hypnotized by the infectious, feel good activism of anti-tobacco groups. These folks have their heart in the right place but could not care less as to the economic impact on business or for that matter individual liberty and rights.
