Passing the buck

Last night a bear stopped by my trailer long enough to open one of my trash containers and take something out. Our trash is dry with no food, but the bear nevertheless found something interesting and the nosy neighbors promptly called the police department. So, at one o'clock in the morning, I had a police officer knocking on my door in order to give me a red warning tag, thank you very much.

Are we all missing something here? Our police manpower is being wasted by addressing these frivilous calls. Bears will be bears and where am I supposed to keep my trash? In the trailer with me? Our city assembly has passed yet another ordinance which doesn't solve anything. It just passes the buck. If this is the best they can do, then it's time for a change in management.
