The article in the Aug. 26 Empire included a quote from City Manager Rod Swope that the sales tax reserve fund was established "for the city to continue basic public services in the event of unseen economic circumstances."
I don't see how expenditure of this fund for a work of art could possibly meet the criteria for which the fund was established. If it's not illegal, it's at least immoral.
Kudos to Assembly members Randy Wanamaker, Sara Chambers and Jonathan Anderson, who voted against it.
