JUNEAU - State regulators are seeking comment on an Alaska Communications Systems Inc. proposal to charge customers $3 when paying monthly utility bills with help from customer service representatives.

Anchorage-based ACS would charge the fee when a transaction with a representative involves making a payment on an account.

The ACS proposal can be downloaded at the Regulatory Commission of Alaska Web site, rca.gov, by entering "TA142-359" in the "Find a Matter" search box.

People can comment on the ACS proposal by submitting written comments to the RCA at rca.mail@alaska.gov by Sept. 22, and copying ACS at 600 Telephone Ave., MS60, Anchorage, AK 99503.
