I have been on the fringe of the second high school construction issue, but heard an interesting idea from my friend today.
First, It would be nice to understand clearly if the 30 percent dropout rate is just students leaving the school because their families are moving or that students are dropping out because of overcrowding. With that understood, have a ninth and 10th grade school in the valley and the 11th and 12th downtown. Maybe this has been already considered, but it seems less awkward then two separate high schools.
