Don't shut the entire town to smoking

Myself and others have no problem having smoke-free places available for children and young adults; I understand.

But for adults who would like to smoke while watching a football game or bowling, there can be a different solution instead of shutting the whole town down.

For example, the state of Oregon is almost all smoke-free, except the small town of Springfield, which people from different parts of the county come to visit to have a cigarette or a cigar in its local establishments. Why can't we reason with something like that? Not all Juneau residents should have to pay the price of not smoking.
