I wonder if curbside recycling pickup might work on an alternating schedule with garbage pickup. One week have garbage pickup, and the next week have recycle pickup. It seems that this would cost about the same as weekly garbage pickup and in effect offer nearly free recycle pickup.
Since both would remove household waste, weekly accumulated waste in the home should remain about the same. Further efficiency could result if neighbors pooled their recyclable into one location for every four to six households making one stop for six households instead of six individual stops.
If we can make it profitable to ship products into Juneau, we can profitably recycle. A gallon of milk weighs over eight pounds when it is shipped into Juneau. Empty milk jugs weigh about 2 ounces.
