Man charged with 8 counts of lewdness

A West Juneau man was arrested Friday morning at his home after police investigators caught him fondling himself, police said.

Robert B. Tonkin, 46, was charged with eight counts of open lewdness stemming from complaints of women in his neighborhood that he had exposed himself to them or fondled himself as he watched them.

Open lewdness is a misdemeanor that carries with it a maximum jail term of 90 days and a $1,000 fine for each charge.

Tonkin was lodged at the Lemon Creek Correctional Center on Friday morning but posted his $3,500 bond by the afternoon, the police said. He is scheduled to be arraigned on the charges in Juneau District Court on Monday.

Following a complaint from a neighbor two weeks ago, police staked out Tonkin's home in the West Juneau subdivision Blueberry Hill, as part of an ongoing investigation. At about 8:30 a.m., police said, they caught Tonkin on videotape in his home facing a neighbor's window and masturbating. Police then arrested Tonkin, they said.

Jodi Borisenko, 23, who also lives next door to Tonkin, said she called the police two weeks ago about Tonkin's behavior.

"I felt violated, confused, scared," she said.

Tonkin did not return phone calls from the Empire.

Tonkin is a senior vice president and financial planner for the Juneau branch of Arbor Capital Management, a registered investment firm, according to its Web site.
