Cowper beat Sheffield in the Democratic primary and defeated Republican Arliss Sturgulewski in the general election that year. Cowper did not run for re-election in 1990, when Alaskan Independence Party candidate Walter Hickel beat Sturgulewski and Democrat Tony Knowles.
