Guards helping tourists, but not youths

I wonder why so many crossing guards are working downtown in the summer, earning $13 per hour, to assist tourists crossing our streets and yet we have none to assist our children in safely crossing busy streets in the valley, such as at the corner of Mendenhall Loop and Stephen Richards.
