The late Gov. Jay Hammond speaks Nov. 1, 1982, during a pro-Juneau, anti-capital-move rally in front of the Capitol. Hammond, a bush pilot, hunting guide and two-term Republican governor who helped create the Alaska Permanent Fund, died in August 2005 at the age of 83. Monday was the anniversary of his 1974 election to his first term as governor.
