Everyone covered under this policy needs to go out and find more than one domestic partner. Let's see the city try to determine who qualifies as a domestic partner.
If they say that you can't have more than one domestic partner - scream at the top of your lungs, "Those Polig-a-Phobes are discriminating against us!"
If the city says that your domestic partner has to reside in the same residence, let the world know that the city's Nomadic-Phobes are not playing on a level playing field.

If you don't have a domestic partner already, go out and find someone that doesn't have health insurance and claim them as your own "partner."
Have your newly found "partner(s)" help defray the cost of the health insurance premium by paying their portion.
Just make sure they "pay taxes," "they shop in stores" and have "doggy insurance."
