On Aug. 12, 1986, the Reagan administration announced that it would remove the federal government’s energy plants, one of which supplied Juneau with 70 percent of its power. The City and Borough of Juneau began considering energy alternatives, including inviting a new owner to keep financial costs at a similar level for the hydroelectric project, Snettisham. CBJ’s appointed committee, composed of city and borough, state and federal government representatives, were to consider other ideas in upcoming meetings.
Meanwhile, the Alaska Marine Highway System was dealing with financial woes caused by the state’s lacking budget.
The newly proposed regulation regarding Alaska’s school districts’ right to end some of its teachers tenure early to meet budget requirements had been voted on; some claimed that if the proposition is accepted there would be questions raised about its legality.
